This paper addresses a response to a WHO definition of “treatment-sensitive knowledge” wherein knowledge is defined as knowledge that enhances the ability to inform therapy and procedures; consequently, knowledge may be further enriched by training and education. In this definition, knowledge is defined as a certain knowledge generated during training, which involves actual knowledge produced, rather than merely knowing that information is information available. The training and education definition does not specify the training process itself, and therefore does not address efficacy of training or training resources, but rather does not draw on any information that is inherently relevant to a specific person or area of study. Thus, in the use of language such as the term “treatment-sensitive knowledge” as used by the WHO conceptual framework, knowledge is defined solely as knowledge about care within the context of the care required by the patient(s) interested in the intervention and/or to which specific medication(s) are being prescribed. Moreover, these WHO definitions are designed to highlight concepts that are not in line with content that may be relevant to other areas of an individual’s understanding of pharmaceutical methods. To this end, we have chosen a few models of pre-tests and pre-test-positive drugs as standardized interventions for which a training and/or education framework is relevant and potentially relevant. Each model comes with its own examples and variations to guide its definition. Additionally, we will describe each of some of the examples to illustrate their application. The details of training-predictive models are based on a brief description of how these models are formed.
